In manual mode user decides when to start/stop issue individual timer regardless of actual issue state or transition.
Configure manual/automatic mode

Starting/stopping a timer
To start timer please click Start time button in Automated Log Work panel.
When timer is not started then "Start Timer" is available otherwise "Stop Timer" is shown.
